People acting like Guardiola, Klopp or even Arteta built teams so strong that they're getting points which would make them champions every year in the past, meanwhile the reality is it's the lower sides got weaker. Over 40 points considered as safety zone in the past, West Ham even got relegated with 42 points in early 2000's and look at the table now. PL is nowhere near tough as it used to be, players getting penalties for diving all the time and defenders are relied on creating chances rather than actually defending. Talented players get stolen by big clubs at young ages, weak teams left by only miracles to be successful. Yes, it's the farmer's league now and not a single manager or team is responsible for it.

Liverpool, Arsenal, Chelsea, United have all consistently with some downturns and some upturns been top 4, City and Spurs are simply newer to the party. This season is a bit of an outlier in how poor the promoted sides + Forest are, but player for player the standards are much higher today. If you compare even a decade ago with today, players like Connor Wickham and Dwight Gayle, with all due respect, were regulars for lower-mid table clubs while now even a wetwipe like Maupay is better than those two.

Maupay would get his leg into his hands and sit on the bench for all year, physical level was much higher for those fast players to compete if we're talking about standards. Even the worst side had always one or two great player in the squad anyway, that's the history of PL.
@Byakuya I think the lower teams are indeed weaker, but the mid-table teams are much stronger than they were before. Aston Villa, Brighton, Brentford, West Ham, Newcastle... all them are doing really well against the big 6, and that makes the league more interesting to watch. But the predictability of Man City winning the title effortlessly is quite boring nowadays.
