@MickeyClark Historically, Tottenham have a very good record against City. It's possible it becomes self reinforcing because the fans know it and the players pick up on it. So although history shouldn't matter, with such fine margins somehow knowledge of it often does. See also Tottenham's poor record against Liverpool and Chelsea.

Postecoglu said he always win the trophy on his second season. Man City's second string team is stronger that Tottenham's. If Spurs go with their strongest available players, they should be able to beat City. This is their best chance to get a trophy because teams that are better than them, City, Arsenal and Liverpool usually play some kids. If I were Big Angel, I'd go hard for league cup and Europa League because the FA Cup and Premier league are the pie in the sky for them. I predict 1-2 for City, only because think Spurs will try to be smart and add few kids on their line up which will be a kick in the teeth for them.
@GoonerRSA Tottenham have exactly 0% chance to win the Europa League. As for the League Cup, maybe they actually can, yes.
